1918 involved in transfer of Baltic Fleet units from Helsinki to Kronstadt via the frozen Gulf of Finland. 1919 directed artillery fire of battleship Andrey Pervozvatinyy suppressing anti-Soviet revolt of the forts Krasnaya Corka and Seraya Loshad’: winter 1929-1930 commanded the transfer of a naval detachment from the Baltic to the Black Sea. Early 1930’s supported efforts to strengthen Soviet Navy by increasing the output of submarines and naval aircraft, 1939-1940 directed operations of the Baltic Fleet in Soviet-Finnish War.
1941-1945 acting First Deputy People’s Commissar of the Navy. Member, USSR Centr Executive Committee of 7th convocation. 1948 arrested together with Admirals N. Kuznetsov and G. Stepanov.
