1935-1937 studied at Ind Academy, Moscow.
From 1914 worked in the Donbas as apprentice at a briquette plant. From 1922 coal-faccman, Kochegarka No 1 Mine, Gorlovka. 1932 became highly proficient in coal mining, achieved high productivity and initiated movement to pass on advanced mining techniques to young and inexperienced miners.
1933 set up a practical training school for improving the skills of young miners. Such ’’Izotov schools” became a feature of the coal and other industry. 11 September 1935, at an early stage in the Stakhanov movement, mined 240 tons of coal in six hours, overfulfilling the shift quota 30-fold.
November 1935 attended 1st All-Union Conference of Stakhanovite Workers in the Kremlin. From late 1937 various exec posts in the coal industry. From 1935 member, USSR Centr Executive Committee.
1937 elected deputy, USSR Supreme Soviet of 1st convocation. 1939 at 18th All-Union Communist Party (Bolsheviks) Congress elected member, All-Union Communist Party (Bolsheviks) Centr Auditing Commission.
