Main Logistics Board. From 1943 chief of logistics. Red Army; 1942-1943 simultaneously fulfilled duties of USSR People’s Commissar of Means of Communication, although Kaganovich officially held this office.

Then USSR Ministry of Construction. 1941 drafted Red Army logistic regulations based on prc-revol Polozheniye o polevom upravlenii voysk v voyennoyc vremya (Regulations for the Wartime Command of Troops in the Field) and laid the foundation for centralized logistics of the Soviet Armed Forces.
1937, during purge of Red Army commanders, he was relieved of his exec duties in the Red Army central organs. Late 1940’s his wife was arrested by the Ministry of the Interior, although Stalin continued to receive Khrulev himself. 1951 relieved of duties at the War Min.
