He was educated at Eton and entered the Foreign Office in 1900.
In 1912 he became one of the private secretaries to Prime Minister H. H. Asquith and in 1915 private secretary to A. J. Balfour, secretary of state for foreign affairs. On the proposal of President Woodrow Wilson, he was appointed the first secretary-general of the League of Nations in 1919, a position he held until his resignation in 1933. He served as British ambassador to Italy from 1933 to 1939 and as chief adviser on foreign publicity in the Ministry of Information from 1939 to 1940. In 1946 he was made deputy leader of the Liberal Party in the House of Lords. He became 16th Earl of Perth and 12th Viscount Strathallan in 1937.
