Farell (Cubillas), Arsenio was born on June 30, 1921 in Federal District, Mexico. Practiced law with Rodolfo Echeverría; co-student at the National School of Law with José López Portillo and Luis Echeverría; compadre of Rodolfo Echeverría; Luis Echeverría worked in his law office before graduating; son of Enrique Farell Solá, a Spanish immigrant, and Consuelo Cubillas Gutiérrez grew up in same neighborhood as José López Portillo and Luis Echeverría.
