Attended maneuvers of German and French Armies, Author of Chamberlin Bill for universal military service, 1916.

Appointed Commander, 5 Field Artillery, Arrived in France, with First Division, 1917 Appointed Chief 4 Section General Headquarters, American Expeditionary Forces, 1918 and in charge of strategic supply, transportation, and preparation for combat of American Armyin France. Conducted negotiations with Netherlands Government, 1919, resulting in opening up of Rhine River for supply and evacuation of American Army of Occupation.
Member, Harbord Commission to Near East, 1919. Accompanied General Pershing on tour of the United States, 1919-1920. Assigned as Assistant, to General Charles G. Dawes in the United States Bureau of the Budget, Commanding training camps.
