He gained a Bachelor in Sociology and Social Policy from the London School of Economics and a Master of Education from the University of Glasgow.
He was brought up in Lincoln, attending the City School (a boys" grammar school) on Monks Road in Lincoln. From the University of York, he gained a Postgraduate Certificate in Education, and then an Advanced Postgraduate Certificate in Education from Durham University. From 1962-1966 he was a lecturer in Social Policy and Sociology at Her Majesty Borstal, Dover, then at Monkwearmouth College of Further of Education (merged with Wearside College in 1996 to form the City of Sunderland College) from 1967-1971, then from 1971-1987 at Jordanhill College of Further Education in Glasgow.
He was a councillor on Strathclyde council from 1974-1987.
He was Labour Party Member of Parliament (Member of Parliament) for Clydebank and Milngavie from 1987 until his retirement from Parliament in 2005. He was not replaced as the Member of Parliament for Clydebank and Milngavie because constituency boundaries in Scotland were redrawn before the 2005 election.
This was to bring the number of MPs per head of population in line with the ratio in England (Scotland had previously been over-represented). He was awarded an honorary Doctor of Science by the University of Greenwich in July 2009.
