His career as a civil engineer was a distinguished one, including the building of a suspension bridge of record length over the Ohio, and many other major works. The question of appropriate tariffs for a canal he was constructing and a period of study at l’Ecole des Ponts et Chaussées in Paris, led to his Essay. In this and subsequent works he developed an economic analysis of transportation, involving questions of tariff-fixing and monopoly pricing, in mathematical terms.
