Excerpt from Remarks Upon Some Prevalent Errors: With Respect to Currency and Banking In the autumn of 1832 the Author of the following pages wrote a pamphlet containing a short exposition of what he considered the true principles of Currency and their application to the state of our monetary system as it existed before the renewal of the Bank Charter. He was prevented from publishing it at that time by circumstances unnecessary to be detailed; but having since reflected on the subject, and finding reason to imagine that the events of the last four years confirm the correctness of the general views he had previously entertained, he has reprinted that portion of his production which contained them with a few trifling alterations. He has added suggestions for the improvement of our paper circulation, as it exists at present, and a few observations on some opinions brought forward in the recent publications of Colonel Torrens and Mr. S. J. Loyd, whose kindly feelings towards him will not, he is sure, be diminished by a little criticism, intended solely to further the progress of a science which has been so greatly benefited by their devotion to it. With respect to the opinions of the latter gentleman, it must be remarked, that what is said, applies solely to his first pamphlet the last having appeared while the present publication was in the press. Excerpt from An Examination of Some Prevailing Opinions, as to the Pressure of Taxation: In This, and Other Countries There are, perhaps, no opinions more firmly adopted by the vast majority of the British people than those enunciated in the following propositions: - 1.That the amount of the public expenditure constitutes the great evil of the Government of this country, and seriously impedes the progress of the general prosperity. 2. That the public expenditure and consequent taxation of Great Britain is much heavier than that of other large civilized countries. 3. That the British Government is eminently prodigal in its expenditure, when this is compared with the results obtained, or with the expenditure of the Governments of other great and civilized countries for similar purposes. The doctrine contained in these propositions forms the stock in trade of the popular orator., When insisting on them, he is well aware that he is touching a chord which vibrates in the national heart, and does not even attempt to prove that which nobody thinks of denying. As respects all but the last Chapter, and the dosing Section of the A ppendix, it is reprinted in rits orig-inal form, excepting that a few Notes are ;f added; but the sixth Chapter and last portion of the Appendix are altogether new, with the view of continuing the survey of the positive and comparative expenditure of Great Britain and of other leading States, to the present time. In the earlier Editions the Author had to acknowledge his obligations to the late lamented Mr, Porter of the Board of Trade. He has now to express a similar acknowledgment of the assistance, as regards many facts and figures, rendered to him by his esteemed friend Mr, Newmarcb. His Remarks., which produced criticism from Torrens and Overstone, developed his theory of cycles, which came close to being a purely monetary one, but he did admit other causal factors. He gave extensive evidence to the committee inquiring into the working of the Bank Charter Acting. His Letter to Sir C. Wood. also deals with this.
