William Clark was born on September 23, 1819, in Richmond County, Georgia, United States. Little is known about his early life.
Clark was a lawyer and planter in Covington, Newton County, Georgia, during most of his adult life. He served one term in the state legislature in 1841 but took no further interest in public life before the Civil War.
He was a representative of the Sixth District of Georgia in the first Confederate House of Representatives. He was a member of the Post Office and Post Roads, Quartermaster’s and Commissary Department, War Tax, and Medical Department Committees. Clark was interested in the economics of war factories and pushed for hospital reform, yet he refused to support the first conscript law.
After his term ended, Clark was a tax assessor in Covington in 1864. He returned to his law practice and for a time served as a director of the Georgia Railroad and Banking Company.
William was quite politically active and supported the Davis administration.
Clark was married and had four children.
