There is no information on his early life. Morgan married into the family of Augustus H. Garland. He moved to Clarksville, Red River County, Texas, in 1844, where he became a lawyer and a farmer.
He became a railroad promoter and served as president of the Texas and Pacific Railroad. Elected from the Sixth Texas Congressional District to the second Confederate House, he served on the Impressment and Judiciary Committees. He was an administration supporter.
