Philip Duncan was born on September 30, 1957 in Knoxville, Tennessee, United States. He is the son of Joe Duncan, a judge, and Lou Duncan.
Philip graduated from Davidson College in 1979, where he got Bachelor of Arts degree.
In 1979 Philip served as an intern at Charlotte Observer in North Carolina. The same year, he also held the position of an intern at Knoxville News Sentinel in Knoxville, Tennessee.
Moreover, since 1979 Duncan acted as a staff member at Congressional Quarterly in Washington, District of Columbia.
After his career in journalism, Mr. Duncan founded Civicatalyst Communications to pursue his interests in promoting civic education and spurring citizens to take responsibility for revitalizing representative government.
Philip Duncan won in a field of seven candidates competing for three seats, when applying for City Council in the May 2012 election. Duncan is also the founder of Civicatalyst Communications and the founding member of the Falls Church Education Foundation.
In 2001, he received the Chamber’s "Pillar of the Community" award.
Philip Duncan acted as a longtime activist in numerous local organizations. He was chairman of the Citizens’ Advisory Committee on Transportation and served on the City Center Task Force and the City’s Economic Development Authority. Duncan also acted as a vice chairman of the Falls Church Chamber of Commerce.
Philip is a founding Board member of the Falls Church Education Foundation and chairman of the City Schools’ Business in Education Partnership. Moreover, he was a Board member and publicity chairman for the Falls Church Kiwanis Little League, and for four years he coordinated the George Mason HS Athletic Boosters’ mulch sale fund-raiser.
He has been active with Citizens for a Better City, Falls Church Arts, the City Democratic Committee, and Deliberation Falls Church.
Philip Duncan is also a member of the Village Preservation and Improvement Society and a supporter of the Friends of the Falls Church Emergency Winter Shelter for the homeless.
Philip married Leslie in October, 1985. The couple gave birth to two children — Meredyth and Tyler.
