In 1930 Philipp Ivanovich graduated from the Workers' Faculty of Voronezh State University.He also studied at the literary and linguistic department of Voronezh State Pedagogical Institute. In 1932 he was sent for studying to Moscow Communist Institute of Journalism by the decision of the regional committee of the All-Union Communist Party (Bolsheviks).
In 1939-1943 Philipp Ivanovich was appointed a Secretary of the Central Committee of the All-Union Lenin Communist Youth Union. In 1940 he worked as the Executive Editor of the magazine "Smena". Later he was in charge of Komsomol and journalistic work in North Caucasus, Kazakhstan and Ukraine.
Philipp Ivanovich Nasedkin is the member of Communist Party of the Soviet Union since 1929.
