Pi-Cho'u Lu was secretary of the Headquarters of the Generalissimo, Dr. Sun Yet-sen, in Canton, China in 1924-1925 and secretary of the Nationalist Government in 1927. Also he was Chief Secretary in 1927-1928 and Chief Secretary of the Executive Yuan in 1928-1931 and concurrently acting Head of the Department of Civil Officials of the National Government in 1931. Above all, he served as a Commissioner of Civil Affairs of the Chekiang Provincial Government in 1931-1934 and then Vice-Minister of Railways.
