Poliyen Yakovlev studied at the Pro-gymnasium (Voronezh), Gymnasium (Ostrogozhsk). At the same time he studied with Samuel Yakovlevich Marshak and his older brother.
Poliyen Yakovlev was expelled from the Imperial Moscow University for participating in a student strike. For two years (since September 1901) he studied at the Moscow State Academic Art Institute named after V.I. Surikov.
In 1911 - 1920 Poliyen Yakovlev worked in the Slavyansk-na-Kubani as a teacher of drawing and music. Since 1921 he lived in Rostov-on-Don.
Editor of the regional (North Caucasus region) children's newspaper "Leninsky grandchildren" (autumn 1925 - summer 1941). During the Nazi occupation, the Gestapo was captured and executed.
Poliyen Yakovlev wrote mainly for children and youth. Yakovlev’s plays were performed on the stage of the Rostov Theater of Young Spectators. He was one of the leaders of the Rostov Writing Organization. He is the author of many books published mainly in Rostov-on-Don (since 1925).
