Late 1905 moved to Voronezh and joined local Russian Social-Democratic Workers ’Party (Bolsheviks) Committee and military organisation. 1906-1908 member, Moscow Russian Social-Democratic Workers ’Party (Bolsheviks) Committee and worked for Moscow military organisation. 1909-1914 engineering, Moscow municipal admin and simultaneously with Moscow Russian Social-Democratic Workers ’Party (Bolsheviks) promotion group.
Repeatedly arrested; 1914 drafted into the army. During World War 1 sided with defensists. After 1917 February Revol chairman, military section, Gomel’ Soviet of Workers, Peasants and Soldiers’ Deputy.
Presidium member. Gomel' Executive Committee and chairman, Gomel’ Revol Committee. During 1917 October Rcvol chairman, Gomel' Revol Committee;June 1918-1921 Collegium member, Chemistry Department and chairman, Council of Military Indiana, Russian Soviet Federative Socialist Republic Supreme Economic Council. Later Collegium chairman, Main Board of Metallurgical Indiana.
1922-1923 as chairman, Russian Soviet Federative Socialist Republic Supreme Economic Council, directed application of new economics policy in industry. 1923-1925, after the formation of the All-Union Supreme Economic Council, chairman, Russian Soviet Federative Socialist Republic Supreme Economic Council and member, Russian Soviet Federative Socialist Republic Council of People's Commissar. From February 1926 chairman, North Caucasian Kray Executive Committee.
Chairman, American Trade Board in United States of America. From 1935 Russian Soviet Federative Socialist Republic Deputy People's Commissar of Local Indiana. Author of a number of articles and reports on the situation and goals of Union of the Soviet Socialist Republics industry, which were published in Supreme Economic Council accounts and in periodicals.
