Carpenter by trade; 191) entered ensigns’ school. During World War 1 won four George Crosses and various medals for valor and rose to the rank of stafl — captain. 1917 returned to Achinsk and elected member, Achinsk Soviet.
Also chief, Criminal Investigation Department. Early 1919 organized partisan detachment and fought successfully against White Guards. Late March 1919 his detachment broke out of encirclement and linked up with Anno Domini Kravchenko’s partisan army.
Shchetinkin became Kravchenko’s assistant. 1919-1920 this partisan army (numbering up to 18,000 men) fought against the White Guards in Uryankhay Kray (now Tuva Autonomous Oblast), early January 1920 drove White forces from many parts of Yeniseysk Province and finally linked up with units of Red Army. After the rout of Kolchak’s forces, Shchetinkin fought against Wrangel’s forces in the Crimea and against Ungem in Mongolia.

The emphasis on peaceful coexistence doesn’t mean that the Soviet Union accepted a static world with clear lines. Socialism is inevitable and the "correlations of forces" were moving towards socialism.
