Joined Russian Group, American Socialist Party. 1913 returned to Russia illegally. Arrested in Baku and exiled to Narym Kray.
1917 elected chairman, West Siberian and Ural Kray Committee. Then chairman, West Siberian Economic Council. From 1919 member, All-Russian Centr Executive Cjmt and Central Committee, RSP(B) plenipotentiary on Civil War fronts.
Deputy chairman, Sciences and Technical Social for the Electrification of the Union of the Soviet Socialist Republics. 1932-1935 in New York with American Trade Board. 1935-1940 cultural work.
From 1940 pensioner; deleg at 22nd Communist Party of the Soviet Union Congress.
