Randai Inoue was born in Edo (now Tokyo), the youngest son of Tsuo, a retainer of Shogun Ienobu Tokugawa. Originally named Michihiro and commonly called Nabesuke.

Randai Inoue entered the Shoheiko (Shogunate College) when young and studied under Hayashi.
Later Randai Inoue was employed by the Okayama clan as a teacher of Confucianism. Was of a studio's disposition and often fell asleep at his desk. He remained single all his life. After his death his disciple Shimei succeeded to his house.
