Raphael Raymond Bar-On received a Bachelor of Arts in Trinity College, Cambridge, United Kingdom (1947), degree of Master of Arts in Trinity College, Cambridge, United Kingdom (1951), and Doctor of Philosophy degree in Applied Economics in University of Cambridge (1975).
Raphael Bar-On worked as an assistant principal in General Register Office, London, 1950-1951. Then he became a Director of the research division of Israel Productivity Institute, Jerusalem, 1951-1954. After Raphael Bar-On that worked as a statistician in Shell-Mex & BP, London, 1954-1955.
Later Raphael Bar-On holds the position of Chief of Planning and Development in Directorate of Central Bureau Statistics, Jerusalem, 1956-1972 and Director of Research and Statistics in Ministry of Tourism, 1972-1991. He became a Tourism and economic consultant of Israel in 1992.
Raphael Bar-On also worked as an external lecturer on statistics at the Hebrew University of Jerusalem and senior external lecturer in Technion University and made publications on statistics and tourism. He was a consultant to UN Statistic Office, UNDP, CARICOM.
