Brush, Rapp was born on November 7, 1889 in Fort D. A. Russell, Wyoming, United States. Son of Daniel Harmon and Harriett (Rapp) Brush.


Student Phillips Exeter Academy, 1904-1908, University of Illinois, 1909-1911. Distinguished graduated from Command and General staff schedul, 1923, Army War College, 1926.

Retired with rank of major general, 1945, Commanded 40th Infantry Division, World World War II. Combat operations including invasion of Luzon and capture of Clark Field. Invasion and liberation Islands of Panay and Negros Occidental, P.I., January-July 1948.
