Raymond Dalton Fowler was born on December 22, 1930, in Jasper, Alabama, United States, to Raymond Dalton and Willie (Sanders) Fowler.
From 1948 to 1950, Fowler attended Vanderbilt University. In 1952, he received Bachelor of Arts from the University of Alabama, Master of Arts in 1953. In 1957, he received Ph.D. from Pennsylvania State University.
From 1953 to 1954, Fowler was a research assistant of Psycho-acoustics Laboratory at Pennsylvania State University in University Park. Then, he was a fellow of the United States Public Health Service from 1954-1956, and an assistant professor of psychology and an assistant director of Psychological Clinic at University of Alabama in Tuscaloosa from 1956 to 1959. Also, he was an associate professor and director of Psychological Clinic in Birmingham from 1959 to 1965, then a professor and chairman department from 1965 to 1983, as well as a professor from 1983 to 1986, and then a professor emeritus since 1986.
Fowler also was a senior consultant of Psychology Systems and National Computer Systems in Baltimore and Washington from 1983 to 1986, and a Professor of psychology in head department at the University Tennessee in Knoxville from 1986 to 1989. He was an executive vice-president and Chief Executive Officer of the American Psychological Association in Washington from 1989 to 2002. He was also a participant of White House Conference on Health in 1965, and National Conference on Criminal Justice Standards and Goals in 1973.
From 1970 to 1972, Fowler was a member national advisory committee on alcoholism Department of Health, and then a chairman committee on research in 1970. From 1977 to 1978, he was a member of task panel on manpower and personnel President's Commission on Mental Health, and member of the Alabama Governor's Advisory Committee on Alcoholism and Drug Abuse from 1973 to 1982. He also was a vice-chairman of program committee at North America Congress on Alcohol and Drug Addiction in 1974, and a member of science advisory committee at National Council on Alcoholism from 1974 to 1978.
From 1975 to 1978, he served as a member research training review committee of the National Institute Alcohol Abuse and Alcoholism, and then a director of the Alabama Prison Classification Project from 1976 to 1977. Fowler was a chairman of Southern School of Alcohol Studies from 1960 to 1962. He also was a consultant of Alabama Commission on Alcoholism from 1958 to 1970 in Virginia. He was a principal consultant of Roche Psychiatric Service Institute in Nutley, New Jersey from 1966 to 1977, and of Medical Computer Service in Basel, Switzerland from 1968 to 1976. From 1971 to 1973, he was a consultant to administrator of Law Enforcement Assistance Administration at the United States Department Justice in Washington, and program consultant division on alcoholism at Alabama Department Mental Health from 1973 to 1975. From 1983 to 1989, he was a senior consultant at National Computer Systems in Minneapolis.
Fowler was a member of the Alcohol and Dmg Problems Association of North America, Society for Personality Assessment, as well as of the American Psychological Association and American Association for the Advancement of Science. He also was a member of the American Association of University Professors, South-eastern Psychological Association, Alabama Psychological Association, Alabama Association for Mental Health, Sigma Xi and of the Phi Kappa Phi as well.
On August 13, 1955, Fowler married Nancy Allebach, but she deceased. They had three children: Karen Sydney, Derek Tyson and Michael Allan. On May 5, 1984, Fowler married Sandra Mumford.
