Renkichi Watanabe was born on February 5, 1854 in Niigata, Japan.
Renkichi Watanabe entered Daigaku Nanko (predecessor of Tokyo University). Studied the administrative law under Stein while serving in Austria as chancellor of the Japanese legation (1880). Returned to Japan in 1883.
In the recommendation of Hirobumi Ito was appointed Councilor of Legislative Bureau and private secretary to prime minister. Participated in the framing of the Constitution. Became a member of the House of Peers. Was an authority on Constitution and the administrative law.
