This study examines the record of French and EU interactions with China, Japan, and Vietnam in the areas of economic exchanges, political security relations and human rights to establish if there has been a trend of converging 'European' politics and collective European conceptions of interest and identity.

Reuben Yik-Pern is a son of Victor Wong and May Ou.
Reuben studied at the National University of Singapore. In 1993 he became a Bachelor of Social Sciences in the area of Political Science. In 2001 he was a student of the Oxford University in Oxford, United Kingdom. He received a degree of the Master of Philosophy in European Politics. In two year he studied at London School of Economics and Political Science in London, United Kingdom. He received a degree fo the Doctor of Philosophy in the area of International Relations.
From 1995 to 1998 Reuben worked as a secretary at the Singapore Embassy in Paris, Kentucky, United States. In a year he became a senior tutor of the National University of Singapore in Lower Kent Ridge, Singapore. He worked there for four years. In 2004 he worked as an assistant professor of the National University of Singapore in Lower Kent Ridge, Singapore.
