Richard Bell received a Bachelor of Science from Presbyterian College of South Carolina in 1943 and Bachelor of Laws from Emory University in 1949. He was admitted to the bar in 1950.
In 1976 Richard Bell was appointed as an executive director at the State Bar Georgia. From 1981 to 1982 he was a judge at Superior Court Stone Mountain Judicial Circuit. In 1982 Richard became an associate justice at Georgia Supreme Court, Atlanta.
Richard Bell was a member of American Bar Association, State Bar Georgia, Georgia District Attorneys Association, National District Attorneys Association, Decatur-DeKalb Bar Association, Old Warhorse Lawyers Club, Atlanta Lawyers Club, Masons and Lions.
Richard Bell married Naomi Whittemore in 1954. They had four children - Richard, Carol Anne, Naomi Jean and Margaret Jane.
