He attended McQuaid Jesuit High School. He graduated Bachelor of Arts in English from Saint Michael"s College, Toronto in 1973.
The family moved to Brighton when Richard was still in school. Then he worked for three years as a journalist for the Newton–Waltham News Tribune. He graduated Juris Doctor from Albany Law School in 1980, and began the practice of law in Rochester.
In July 2002, he announced that he would not seek re-election later that year.Afterwards he was Brighton Town Justice.
In November 2008, he ran again for the State Senate (56th Doctorate), but was defeated by the incumbent Republican Joseph Robach. In 2009, Dollinger was appointed to the New York Court of Claims.
He also entered politics as a Democrat, and was a member of the Monroe County Legislature from 1988 to 1992. He was a member of the New York State Senate (54th Doctorate) from 1993 to 2002, sitting in the 190th, 191st, 192nd, 193rd and 194th New York State Legislatures.
