Richard Milton Garrod was born on June 10, 1924 in Los Angeles, California, United States.
Richard Garrod majored in photography at Pasadena City College, California (1941-1942), and earned a Bachelor of Arts from the University of California, Santa Barbara (1948). He then took an Master of Arts at the University of California, Berkeley (1952).
Since 1962 Richard Garrod has been planning director for the city of Monterey, a position he held for the city of Fontana from 1954 to 1962. He was also a city planner for the city of San Bernardino from 1949 to 1954.
