During the twenty years before World War I, several key figures worked to improve the foreign service and to reform its appointment system. Richard Hume Werking explores both the methods and the motives of these "master architects." Unlike other scholars, Werking finds that the foundations and general structure of the United States foreign service emerged before World War I. He sees its development as prompted less by foreign crises than by economic conditions―particularly the need to stimulate export trade. Indispensable to its growth were the dedicated efforts of bureaucrats who were loyal to national interests but wished the opportunity to do interesting work and to receive recognition when they did it well.

Richard Hume Werking was born on September 29, 1943, in Charleston, South Carolina, United States. He is a son of F. Woody and Mary S. (Prissinger) Werking.
Richard Hume Werking studied at the University of Evansville where he received a Bachelor of Arts degree in 1966. He attended the University of Wisconsin-Madison and received there a Master of Arts degree in 1967 and a Doctor of Philosophy degree in 1973. Werking also received a Master of Arts degree from the University of Chicago.
Richard Hume Werking started his career as an instructor of history at Northland College in 1967 and held this post until 1968. In 1975 he became an assistant professor and reference librarian at Lawrence University. Werking left Lawrence University in 1977 and took up a post of an assistant professor at the University of Mississippi. He also held the position of Head of the reference department at the University of Mississippi from 1979 to 1980 and as an acting director of university libraries at the University of Mississippi from 1980 to 1981.
In 1981 Werking became associate director of collections development at the university library and assistant professor at Trinity University. In 1983 he was appointed library director and held this post until 1991. He also worked as a director of Nimitz Library and associate dean for information and professor of history at the United States Naval Academy. Richard Hume Werking published his book The Master Architects: Building the United States Foreign Service, 1890-1913 in 1977. He also was a contributor to periodicals, including Shipmate and College and Research Libraries.
