Rikimatsu Tomihisa was born in 1898 in Okayama, Japan.
He graduated from Industrial Chemistry Department of Kyoto University (1923).
Rikimatsu Tomihisa served as assistant of Kyoto University. Joined Showa Rayon Company (1928). After the company was merged into Toyo Spinning Company (1934) served as director of its Chemical Research Institute, chief of its various sections and director. He became president of Toyo Rubber Industry Company (since 1945).
Held many additional posts including those of director of Osaka Kogyokai (Osaka Industrial Society), Keidanren (Federation of Economic Organizations) and Nikkeiren (Federation of Japan Employers' Associations) and president of Kinki Chemical Industry Association.
