Robert Goehlert was born on December 1, 1948 in Springfield, Minnesota, United States.
Goehlert participated in a Russian language program in the Soviet Union, organized by Oberlin College, 1969. He attended University of Massachusetts, earning bachelor's degree in 1970. Also he studied at the Indiana University, he received master's degree from it in 1972, and doctor's degree in 1981.
From 1971 Goehlert worked as an archivist of Political Science Data Archive and Computing Library, based in Indiana University. He stayed there for only 2 years. In 1973 he was an assistant instructor at Indiana University as well. That same year he changed his position to became a research and editorial assistant till 1974. During the same period of time he was holding a post of assistant to librarian for economics and political science at the library of that University. And in 1974 he became a subject specialist for political science, economics, and criminal justice.
For his contribution to the scientific development of the Indiana University Goehlert was awarded with many grants, such as development grant from Office of Learning Resources, Indiana University, 1976, research grant from President’s council on International Programs, 1984, research grant from President’s Council on the Social Sciences, 1984, grant-in-aid of research, 1985.
