He was admitted to Queens" College, Cambridge in 1721, and matriculated there in 1723. in 1728, and became a Fellow. He travelled widely in Europe. In Spain he became intimate with Benjamin Keene and Spanish ministers, and promoted administrative reform.

He was Member of Parliament for Bishop"s Castle from 1727 to 1741, and for Shrewsbury from 1754 to 1761.
