In 1968 Robert J. Newcomer received a Bachelor of Arts degree from the University of California, Riverside. In 1971 he obtained a Master of Urban and Regional Planning from the University of Southern California and a Doctor of Philosophy degree in 1975. He had a postdoctoral study at University of Massachusetts at Amherst.
Robert J. Newcomer was a member of Low-Income Housing Task Force at the Western Center on Law and Poverty from 1969 to 1970. He was a member of the Los Angeles County Citizens Planning Council from 1972 to 1973. From 1972 to 1973 Robert J. Newcomer was a director of planning at the Gerontological Planning Associates in Santa Monica, California. From 1974 to 1976 he was a head of research and evaluation section at the Human Resources Agency in San Diego, California. Newcomer served as an assistant research scientist at the University of California, San Francisco, an adjunct associate professor from 1979 to 1984, an associate professor from 1984 to 1987. In 1987 he was appointed a professor of social and behavioral sciences and later became department head.
In 1990 Newcomer was a guest lecturer at University of California, Los Angeles, and the University of California, Irvine. In 1996 he was a member of committee on changing health care systems at the Institute of Medicine. In 1997 Robert was a member of financing team at the San Francisco County Long-Term Care Planning Consortium.
Robert J. Newcomer is best known for his book "Planning Housing Environments for the Elderly". He received grants from United States Department of Housing and Urban Development, Retirement Neighborhood Planning, United States Department of Health and Human Services, United States Department of Labor, California State Health Services Department, United States Administration on Aging, Kaiser Family Foundation, etc.

1985Robert J. Newcomer is a member of the International Institute of Sociology, of the American Society on Aging, of the Gerontological Society of America, of the American Public Health Association, of the Association for Health Services Research, of the American Statistical Association, and of the American Sociological Association.
On March, 1968 Robert J. Newcomer married Susan Ross. In November, 1982 she died. On July, 1989 he married Susanne Light, a psychotherapist. He has three children: Stacy, Emily, Justin.
