In 1971 Robert Francis Miltner received a Bachelor of Arts degree from the Xavier University. In 1987 he obtained a Master of Education degree from the John Carroll University. In 1998 he received a Doctor of Philosophy degree from the Kent State University.
Robert Francis Miltner was an English teacher at private religious high schools in Denver, Colorado, from 1975 to 1977, and Parma, Ohio, from 1977 to 1987. He was an instructor in English at the Kent State University, at the Stark Campus in Canton, Ohio, from 1987 to 1995. Miltner served as a coordinator for developmental education from 1987 to 1993, and a director of Writing Center from 1990 to 1992. Robert Miltner was an instructor in English at the Walsh University in Canton from 1993 to 1994. He was a coordinator for developmental education at the Kent State University, Stark Campus, from 1993 to 1995, a director of Writing Center from 1995 to 1997, and was appointed an assistant professor of English in 1998.

Robert Francis Miltner is a member of the Associated Writing Programs, of the American Association of University Professors, and of the Poets and Writers League of Greater Cleveland.
On November 29, 1974 Robert Francis Miltner married Linda Ann Smith and have two children: Alison Elizabeth, and Ross Patrick. In 1996 they divorced. On October 12, 1996 he married Mari Artzner Wolf, a fiber artist.
