Admitted to Delaware bar, 1897, and began practice of law at Georgetown. Deputy attorney general of Delaware, 1901-1905, attorney general, 1905-1909. Counsel State of Delaware in original suit brought in Supreme Court of the United States, by State of New Jersey versus State of Delaware, 1905, to determine boundary between the two states, and member of commission representing Delaware to negotiate compact.

Director Wilmington Trust Company, Continental American Life Insurance Company, Electric Hose & Rubber Company Trustee Dickinson College, University of Delaware.
