He was drafted out of University of California, Los Angeles in 1983 in the second round of the National Basketball Association Draft (28th pick overall). As a senior at Street Thomas Aquinas in New Britain, Connecticut, Foster averaged 30.2 points per game, and led his team to the State Championship. He was named an Adidas All-American and second team Parade All-American.
