Roka was born in 1681. He was a son of the 14th Chief Abbot of the Higashi Honganji Temple, the head temple of the Shinshu Sect.

He studied haiku under Kyorai Mukai and became a disciple of Basho Matsuo through the introduction of Kyorai.
He became a priest of the Zuisenji Temple in Etchu Province (Toyama Prefecture) and resided there until his late years.
