Hedges received a Bachelor of Arts degree from Knox College in 1970. Four years later he earned his Master of Arts degree and a Doctor of Philosophy degree in 1977 from the University of Rochester.
Hedges began his career as an associate professor of Political Science and Public Policy at the State University of New York at Albany in 1974 and held it for fifteen years. There he taught graduate and undergraduate courses in American politics, research methodology and public policy.
In 1993, Roman was a deputy secretary of New York State Assembly Committee on Way and Means, where he directed the budget, fiscal, and economic activities of the committee. Since 2003 he has been a director of Dormitory Authority of the State of New York. Also Hedges served as the director of Fiscal Studies of the Assembly Committee on Ways and Means, where he was responsible for the preparation of studies of the New York State economy and revenues of local government, tax policy and revenue analyses and for negotiating revenue and local government legislation for the Assembly.
In addition, nowadays he is the appointee of the Speaker of the New York State Assembly.
Hedges is a member of American Political Science Association.
On July 30, 1976 Roman Hedges married Marian Schwager. They have two children.
