Qu was born on May 29, 1946 in Tianjin, China; the son of Chuanrui Qu and Liqing Xu.
Qu received a Bachelor of Science degree in Forestry from Beijing Forestry Institute in 1970. Also in 1989, he was given a Doctor of Philosophy degree in Plant Cell and Molecular Biology from the University of South Carolina.
Qu began his career as an assistant researcher at Genetics Institute (nowadays Institute of Genetics and Developmental Biology) of Chinese Academy of Sciences in 1982 and held it for two years. Then in 1989, he became a postdoctoral research associate at Washington University. Two years later Rongda was appointed a senior research associate at Scripps Research Institute.
Also he served as an assistant research professor at Montana State University from 1994 to 1996. In 1996, Qu held a position of an assistant professor at North Carolina State University. Since 2002 he was an associate professor at the same university. Nowadays Rongda is a professor at North Carolina State University.
Qu is a member of American Association for the Advancement of Science, Crop Science Society of America and American Society of Plant Biologists.
On February 4, 1983 Rongda Qu married Hong Gu. They have a child.
