Larsen was born on July 19, 1962, in Mandal, Vest Agder, Norway; the son of Asbjoern and Aslaug Larsen.

Larsen received a Master of Science degree in radiochemistry in 1990 and Doctor of Philosophy in Radiopharmacy in 1944 from the University of Oslo.
Larsen began his career as a research fellow at Norwegian Cancer Society in 1991. Three years later he became a research associate at Duke University Medical Center. In 1997, Roy took a position of a postdoctoral research at the same university and held it for two years. The same years, he held the same position at Norwegian Cancer Society and at the University of Oslo in 1999-2001.
Larsen served as Managing Director and later Chief Scientific Officer in Algeta ASA from 1997 to 2006. In 2009, Roy was a chairman of the board in Nordic Nanovector, where he worked until 2014. Nowadays Larsen works as a consultant and founder through Sciencons AS. He is a contributor more than 30 articles to professional journals.
Larsen is a member of American Chemical Society and Nuclear Medicine Society. He also was a board member at Algeta ASA from 1997 to 2003 and at Nordic Nanovector in 2014-2016.
