Lee S. K. graduated from the Chefoo Chinese Naval College in Yantai, in April, 1911. He entered Naval Tactical College for Officers in Nanjing in November 1914. Lee detached to study submarine navigation in U.S.A., finishing the course in October, 1916.
Mr. Lee served as midshipman on Training Ship "Tung-Chi" from 1911 to 1912. He held the post of an acting torpedo officer on Cruiser. Lee S. K. was appointed member of the Commission to take charge of the German ships in Chinese Waters. And then he was appointed torpedo officer on Cruiser ''Hai-Yung". Mr. Lee was promoted Flag Lieutenant to the Commander of the 1st Squadron and member of the Commission for Confiscating the Austrian merchant ships in August 1917. In August, 1918, Lee S. K. served as a senior lieutenant attached to the Commodore's staff in Vladivostok.
Since October, 1918, Lee S. K. acted as a Chinese Government representative to the Czechoslovack Army in the Western Front Headquarters, Siberia. He was appointed Lieutenant commander and instructor of Cadets in Nanjing Training Station in 1919 and later Instructor on training ship.
In August 1922 he transferred to Peking as Aide-de-Camp to the Minister of Navy. Mr. Lee was promoted Commander and concurrently staff officer to the Port Commissioner of Mamoi and captain of the Naval Barrack from December, 1922. He was a flag commander of the Training Squadron since September 1923. He also took the posts of a Captain of Destroyer and Captain of R.C.S. Chu-Tung, October, 1924.
Mr. Lee became an advisor to the Commander-in-Chief of the Nationalist Army in 1927. The following year he served as a captain of Training Ship "Tung-Chi" and chief inspector of the construction of warships at Jiangnan Dock and Engineering Works. He was appointed director of the Administrative Affairs Department of the Ministry of Navy with rank of Rear-Admiral in June 1929, and concurrently Administrative Vice-Minister of Navy since 1931.
