Saburo Shioda became an official of the Home Ministry (1870) and a senior secretary of the Foreign Office (1871).
Accompanied Ambassador Tomomi Iwakura to Europe and the United States. Appointed Vice-Minister of Foreign Affairs and negotiated with foreign ambassadors and ministers on revision of treaties on behalf of Foreign Minister Kaoru Inoue. Was appointed Minister to China (1883) and died while serving in Peiping.
