Saitaro Oi was appointed professor at Tokyo Telegraphy School (1887), studied in Britain, Germany and the United States (from 1888). After returning to Japan, he directed the installation of a telephone system between Kobe and Osaka. Then he directed the installation of an under sea cable line between Formosa and Japan. He was appointed chief of the Engineering Section, Communications Bureau.
