San-ei Ozeki was born in Shonai, Miyazaki, Japan in 1787.
San-ei Ozeki studied Dutch science in Edo. Then he studied under Seibolt in Nagasaki.
After studying Dutch science in Edo was appointed teacher at a medical school in Sendai and then resigned to study under Seibolt in Nagasaki. Together with Choei Takano, he studied medicine, astronomy and geography, and began translating Dutch books into Japanese. Later was appointed physician to Lord of Kishiwada (Osaka Prefecture).
When Choei Takano and Kazan Watanabe were imprisoned due to their opposition against the Shogunate's policy regarding foreigners, he committed suicide out of fear of being implicated in the plot.
