Sanae Takata was born on April 4,1860 in Tokyo. He was the third son of Kohei Takada.
He graduated from Tokyo University (1882).
He lectured on constitution at the Tokyo Semmon Gakko, predecessor of Waseda University, to which he devoted most of his life. When the National Diet was first formed (1890) he was elected a member and was re-elected six times in succession. He was appointed director of the Commercial Bureau of the Foreign Ministry (1897) and became Minister for Education in the Okuma Cabinet (1915).
