Sangai Kokubu studied at the Ministry of Justice's Law School.
After graduating from Ministry of Justice's Law School Sangai Kokubu was appointed a public procurator (1887), then chief procurator of Osaka Court to eventually become Public Procurator-General of the Korean Government (1908). Later was president of Bank of Marunouchi, court councilor, president of Yokohama Warehouse to become director of Nisho Gakusha (1927) and then chief director of Kaisei Gakuen (Kaisei School) at Zushi, Kanagawa Prefecture (1931).
Is well versed in calligraphy and Chinese poetry which he wrote under the pen name of Zenan.
