Santaro Okamatsu was born in Kumamoto Prefecture. He was the eldest son of Okoku, distinguished Confucian scholar.

In 1894 he graduated from the Law Department, Tokyo University.
After Santaro Okamatsu was appointed assistant professor of his alma mater, he went to Europe (1896) and studied international private law and civil law. After returning to Japan in 1899, he was appointed professor at Kyoto University. In 1907 he became a director of the South Manchuria Railway Company. His books include "On Legal Action" and "Responsibility for Reparations of Damage Caused by No Error."
