Career
In 1935, Tsutsui became director of Yamanaka Shōten Company. Then he became director and later president of the newly established Nisshin Transportation Company (1938) and president of Tobu Engan Yusosen Kaisha (Eastern Japan Coastal Tanker Company). Tsutsui also held additional posts of president of Nisshin Shoji Kaisha (Nisshin Trading Company) and managing director of Yokohama Chamber of Commerce & Industry and president of Shōwa Yusosen Kaisha (Showa Tanker Company).
