Sei-ichi Terada was born in 1884 in Aichi, Japan.
After graduating from Tokyo University with a degree in literature (1909) made a special study of criminology at Sugamo Prison.
Sei-ichi Terada was instructor at Police Training School, Japan Women's College and University of Tendai Sect. Later he published a magazine for children titled Tomodachi (Friend). Among his works are "Bad Habits of Children," "Lectures on Criminal Psychology" and "Aesthetism and Indulgence."
