Takebe Seian was born at Ichinoseki (Iwate Prefecture) in 1712.
First studied medicine under Jutetsu Matsui, and completed his course in Edo.
Upon returning home he was appointed physician to the Lord of Tamura. He made a special study of famine relief and wrote several books on the subject, telling the people what measures should be taken when disaster struck.
