Gatō Seiemon carried out reforms of afforestation system. Splendid forests in Akita region owe greatly to his efforts. Especially his eleven years' efforts in planting pinetrees along the coastal stretches of the sands to prevent Noshiro town from being buried with sand is worth mentioning.
